Holds released to available balance not showing up

I received an email stating that on 7/3/19 PayPal would release stuck funds from my reserves to my available balance. They're still not showing up. Do I have to open a Cash account to access these funds? I thought we could still transfer funds to our bank account without a Cash account. Thanks!

Please contact customer service for assistance to review account and ask why funds not showing up to be accepted and withdrawn to bank:

Click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
