I recently referred PayPal to my friend (payee) to send me money. I specifically told him to click the box which says sending payment to a friend.
He sends me the money minus very high fees which I thought wouldn't happen. My friend originally wanted to use CashApp which I was unfamiliar with told him to use PayPal because I was a longtime loyal member. That was the wrong thing to do. When I received my money (on-hold for 21 days) it was minus a couple hundred dollars worth of fees. I immediately contacted PayPal customer svc and he told me not only do I have to pay the fees but I won't actually receive it for 21 days!! What the? I asked to speak to a supervisor and rep told me someone would call me back within 24 hours which has passed with no callback. Can anyone assist??

Its down to how the payment was SENT to an account.
1. If sent using money > goods / services option then paypal would see the recipient as a seller and apply the new seller hold. They would also charge a fee.
2. If sent using the send money > family / friends option then the recipient would have the payment instantly (as long as it wasn't an echeque pending with a clearance date) with no fee if funded from a bank account or balance (a fee if you use a card).
