You can't add funds to a paypal account in India as any funds in your balance are auto withdrawn to your bank account.
However as a buyer you do not need funds in your balance as paypal will take payments automatically from any linked and confirmed bank account / debit card or credit card added to your paypal account.
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in one of the options listed.
