The PayPal let me send money to someone from my bank account that’s linked and now it won’t it keeps saying link a card

I am sorry to hear that you are having trouble making payments using your bank account. It sounds like your account needs additional verification. I would recommend adding a credit or debit card to your account to complete this step. It will also allow you send instant payments using your bank account as without a credit or debit card your payments from your bank can take a lot longer and will need to clear before your seller can access the funds.
