Okay my account got closed 182 days ago.. and it said I can withdraw funds, and it’s not letting me?? Not via check or by adding a bank.. and customer service is not picking up...

Name of account owner on bank account must match your Name on PayPal account. Or wait a few more days and try again.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
