Have you withdrawn funds before?
Have you verified / confirmed your card?
Are the funds cleared and not pending?
Are the funds in your countries currency?
Is the bank account in exactly the same name as your paypal account name?
Is the card billing address the same as your paypal account address?

I am sorry to hear that you are having issues withdrawing the balance out of the account. Since you stated that the funds are not pending in the account, are you seeing the funds in the available balance to be able to initiate that withdrawal? If you are, is there an error message that you are receiving when attempting to exit the balance?
