They say my account have issue that's why I can't transfer my funds to my bank... What i can do to resolve it..

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

If your account has an issue, it might be a limitation. Limitations can be resolved by reviewing your Resolution Center for additional information and possible appeal steps.
