Sir,I was closed my paypal account by missunderstanding ,now I reopen it with same email and password but can't link bank account that's I already linked it before with old account?
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
