How to fix this problem. I cant send money i need to fix this asap TIA

I understand that your attempting to send money. I apologize for any inconvenience caused due to this. Payments can often be blocked or declined if the system detects any unusual activity. In this case, please try clearing the cookies and cache in your browser and restart the browser then, try again after a couple of hours. Here's the link to send money. If the issue persists, please contact customer service by clicking in Contact at the bottom of the PayPal website.
