Got charged for linking a credit card

Hi

I  linked a credit card before few days. For confirming my card Paypal charged my card for $1.95 USD. I can see the debt transaction in my card's statement. By using the code in transaction I confirmed my credit card. But the amount charged didnt get credited back to my card. Is linking of credit card chargeable?

Allow a week, up to 30 days for the refund to be posted by your card. If problem persists after 30 days, contact customer service:

Click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or other option.

Contact during local business hours to use chat/or a rep near your region.

Paypal never refunded the $1.95 no matter how many times I contacted them.  They used a myriad of delaying tactics, the last one was that it would automatically be removed after 75 days.  Today is day 77 and they still did not refund the $1.95 to "validate" my credit card, a process that they could have done with only a charge of $.01.  Then maybe no one would have to argue with them when they don't refund it.
