I am a disabled black female and i have been through a really hard time in my life and saw an old friend of mine on messenger and we accepted each other on messenger and we became friends and on down the line he started talking about how he wanted to help me out with my bills cause i told him my situation and he agreed to help me out and he had his accountant to put the money in my paypal account because thats who they were familiar with so when the money was put in my account the first time i could only get 300 dollars out of 694,so now they have sent694 which makes my balance at 998 and they`ve put a hold on my money for 180 days, which will be up in 3 months. The only thing i want to know is will i get my money or have i lost it.

180 days is 6 months not 3.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, the account is in your legal name and registered in the country where you reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.

May be too late now but contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
