Funds transfer issue since 26 OCT 19 to VISA linked bank account.

I have been using paypal since 2013 and never faced such an issue, am not able to withdraw funds into VISA linked bank account based in Oman. It seems like the transfer is going through but returns saying 'DENIED' after a few seconds. Also shows this attached message. Is any one facing the same issue recently??? I tried changing the browser from Chrome, to Mozilla to Safari, all attempts failed. PayPal account manager also is not able to solve this since 10 days. Am not able to even Remove Card and Add Again, says there is an technical issue.

No solution yet, it's been over 10 days. I have been asked not to try any withdrawal until i get a call o an email from my PayPal account manager. It is taking forever.

Dear MichelleW,

I have sent an email to PayPal customer service 10 days ago and have never got any response or solution.  Am in touch with my account manager since 27 OCT 19 and have not got any solution yet. What shall i do next??
