Funds received to Paypal but Balance still reads zero?

Today I withdrew $289 from my Coinbase account to my Paypal account, as I always do. I see that the transaction is there and "received" on the activity list - but my paypal balance still reads zero. I've never seen this happen before and I'm very troubled by it. it's been about 30 minutes now and it's still at 0.00 on my balance

Someone I trust sent money and I can see it was received but it doesn't show in my account so can't withdraw it
