Funds on hold

I just received a large payment for my second sale. As soon as I was notified the money was in my account, I was also notified that my funds are on hold because I'm new and the amount was large. Then I received a bill asking for immediate payment. I can't access my money to pay the fee.

How do or what do I do to get my money.
