Funds on Hold for 21 days

Hi, im a new seller here in paypal I sell services like (graphic design, logos, etc.)

my buyer already paid me but it was still on-hold; that was December 2, 2018 when he paid me. Then I already changed the order status into SHIPPED, hoping that the funds will be available anytime soon (less than 21 days) . AM i doing the right thing or I really have to wait for 21 days ? 

Im afraid I have to wait 21 days EVERYTIME I receive payments 😞 im not yet established seller

how do you get the funds available faster than 21 days? Can you tell me what to do?
