Funds availability

I've been making the same donation every week for months, always using the same preferred payment method. The confirmation always states that the the funds will be available to the recipient within a few days. The most recent confirmation said funds will be available by July 15th, 2020 (!) That's crazy. For $20.00!?! Why would it say that?

Either a paypal glitch OR the receiver has had their paypal account limited and can't withdraw funds for 180 days....check with them?
