Fund transfer concern

Hi, 

 

I just processed a fund transfer from paypal going to my bank. And then my bank texted me that I have reached the spending limit and they will not accept the transfer I made.  The transaction in paypal is still in progress. Is it automatically refunded once the bank declines the transfer? or do I need to create a ticket for that so that the amount I processed will go back to my paypal account?
