Full refund of money on hold

I received money from a PayPal germany to my paypal netherlands and the payment is still on hold. The transaction had a fee and I want to send the money back to the sender before accepting the money on my account. In case I send the money back does it have still any cost as transaction fee for me?? I don't have a business account, I don't know where the fee does come.

If you are selling goods/services then you pay a fee regardless of account type. That is how paypal funds the service that they provide.
Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.
Paypal processes your buyers original payment and then the refund for you, the fee is for providing that service.
Advice is voluntary.
