Hello! I am from Sri Lanka and we can't withdraw from PayPal.

1. Can I still receive payments?
2. If so, how can I withdraw?
3. Can I use those money received to do other payments via PayPal? (eg: buying an item from eBay)

Sorry, still cannot receive so of course cannot withdrawal. Only for buying online or sending money as goods and services with credit card.
