My payment to Friends and Family has been PENDING for three days. How can it be completed?

Most friends/family posts go as echecks, this is because they are FREE.
If you want them to be instant then you would fund them via a card and pay the fee unfortunately.

Here's some more details:
I made two transfers that day to the same Friends and Family person
- The first, for $25 that went through no problem
- The second for $1100+ that was in pending
Looking at my bank account, the withdrawal for $25 shows INST XFER
The one for $1100+ shows ECHECK
There was no warning or message that it was not going to be sent right away and I did not see any option to cancel.

With instant transfer paypal credit the 'seller' upfront and paypal take the wait for the funds to transfer from your bank account, as they use the cheapest / slowest option they do this so you get your item without delay.
BUT if its a friends / family payment they often DO NOT credit the recipient upfront so you take the wait for the funds to transfer.

Thank you, but I'm confused and hope you can still help. I seldom use PayPal, but thought it would work great for getting money to my niece.
Is there any way to know if my Friends and Family payment will be instant vs echeck (delayed)?
Do I have to just assume it will be echeck/delayed and look for another method to xfer funds to friends/family (any recommendations?)?
I've been scouring paypal help and google to see if there are dollar limits identified, I some posts that said you need a valid credit card on your account even to have a bank account payment process as instant instead of going to echeck. I do have a valid credit card on my account.
