paypal "max confirmation tries reached/exceeded" how to solve this problem.?

Hi @francismorales,

 

I'm sorry to hear that you've seen this error on the PayPal system. Are you trying to confirm a card or a bank? It's possible that the instrument you're trying to confirm may be locked permanently, but to find out for sure, please contact customer service.
