Family and Friends option not showing in account

Hi,

The receiver I'm trying to send money to has asked me to click the Family and Friends option.  I can't see this option being displayed in my account.  Do I need to upgrade my account or does this relate to the country I am currently in that does not allow for this option to be enabled?

Yes, can only send money for goods and services in your region. No personal payments.
