Failed link a Credit Card

ive already remove the credit card from my second account and i try to link it to my current account but failed

This card is linked to another PayPal account. Please remove the card from the other account or try a different payment method.

Our system can sometimes have a delay with recognizing that a card has been freed up to be used again.
