ive already remove the credit card from my second account and i try to link it to my current account but failed
This card is linked to another PayPal account. Please remove the card from the other account or try a different payment method.

I'm sorry to hear about the issues that you're experiencing when trying to add your card to a different account. Our system can sometimes have a delay with recognizing that a card has been freed up to be used again. We also sometimes see restrictions for a little while while the system is processing through what may be considered higher-than-normal risk.
