Error when adding credit card

Hi y'all to make the long story super short: my credit card was stolen overseas (I'm still traveling) and I got my new Visa replacement but I've deleted the old one from my PP account but it won't let me add the newer one keeps giving me an error:

 

We're sorry. We're not able to process your request right now. Please try again later.

 

Any ideas? I've tried adding it though the phone app, the computer (with and without a VPN) can;t get it to work been dealing with this for 2 days and I'm flying somewhere where I'm renting a travel van that only takes PP so I'm kinda worried right now. Please, Please, Please help.
