Error message

Hello, 

I keep receiving this message when I try to transfert money to one of my friend: 

'We can’t send your payment at the moment. If you keep running into this issue, please contact PayPal.

 If you continue to encounter problems, please contact Customer Service.'

Any ideas of what I can do about it?

Same here, Ive been trying for days, really peed off with PayPal !!
