Double amount debited

I have paid Rs.581.81 to Rupal Mehta on 6th of April. The amount got debited from my bank account and also same amount got debited from my voucher simultaneously, i.e. amount got double debited. So now the recipient declined the amount but amount didn't get credited to my bank account. So kindly refund the amount debited from my bank account as soon as possible.
