Does PayPal not contact before sending to collections?

I just got a lovely surprise that I thought had already been dealt with, a letter from a collection agency saying that I owe a good old 46$ - whatever I thought it was already paid; hindsight guess I should have checked.
BUT does PayPal not have to contact you to in regards to making sure that your negative balance is resolved? I haven't logged into PP for well months, so again I thought it was paid, but it was not.
I already called the collection agency and they said that they were surprised that they hadn't contacted me either via email or phone - neither of which happened (I'm one of those people that doesn't delete emails, so I checked back along all the PP ones -NOTHING). It also has only been about 1.5 months since my account went to negative balance.. which seems a little crazy to me, especially with no contact on my end.
