I am from the Philippines. My friend in the United States just sent me some money. I converted it in our currency. I want to transfer it to another person but I PayPal says, "cannot process this transaction. Try again later" or something like that. I tried to withdraw it. PayPal says, "cannot process this request." I tried to buy stuff in the internet. PayPal says, "cannot process this transaction."
