Did not accept money

I sent money to someone and apparently the person did not accept it. After a month, I got a notif that it was refunded on my debit card. I've been checking my card for the past week and I can't see the money going in. I tried sending email to paypal but I got a template response. What should I do next?

Allow up to 30 days although its normally back in about a week.
