I am sorry about your issue. For your security, your card can only be linked to one PayPal account at a time.
Have you opened a PayPal account in the past? If yes, it may be possible that you have linked your debit card to that PayPal account. I would suggest you have access to that account and removing the card. If this is not the case, please try contacting customer service by phone by clicking Contact at the bottom of the PayPal website and then Call us.
