Debit card withdrawal

So on the 20th of DECEMBER 2019, I withdrew 55$ onto my debit card and till date it has not reflected. When I linked my card, I got debited twice even though one was later refunded. I can't get through emailing PayPal too, so, how do I get my money back?

Did you confirm the card with the 4 digit code?

Is it a Visa card?

Yes it's a VISA card

Yes I did and deductions were made, one was refunded after about a week and a half.
