Debit card declined?

So l got a new debit card since l lost my last one and have been trying to link it to my paypal but it keeps being declined. Absolutely nothing has changed except the card number. My previous card through the same bank linked with no issue before. It's a debit card issued through meta bank. I called CS but they were unable to help me because they couldn't confirm my identity [the codes sent to my phone didn't go through for some reason beyond my control]. I can link my credit cards just fine and my bank confirmed the issue isn't on their end so l have no idea what the problem is.

If you already had the card from the same account linked then you should 'edit' that card for the new number and not add it.

I didn't know that. The old card has already been removed since I'd figured since it is technically a brand new, different card I could just let it go and add the new one.
