Debit card / bank account could not be linked to account

Dear friends,

After changing of country of residence, I have closed my previous account and created the new one. Balance of old account was 0,00. The e-mail was the same.

Now I'm trying to link my debit card and/or bank account to the new account, but they are denied by system for the following reason:

"This card is linked to another PayPal account. Please remove the card from the other account or try a different payment method."

What should I do? I believe I have no "another PayPal accounts"...

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.
