Debit Card update declined

Hi All, I had a Visa Debit card linked in my PayPal account and this expired. I tried updating the details and it did not work. I removed the old card details from PayPal and entered the new card info and still it declined it. I did not change any address or other details since the previous Debit card had expired so cannot understand why this is happening. Appreciate your help. Thanks
