Credit Card is not linked yet and PayPal has token my money by mistake

Hi ,
when I entered my Card digits and I received successfully the PayPal Code but this message shows up to me :
"'Your card was declined by the card issuer. Please try a different card or contact your card issuer with questions.".
the PayPal has token from me 2$ (linking cost and I have the proof) but my Cards was not linked yet .
Could you please help me link my Credit Card & refund my money on PayPal ?

If the code remains un-used then the amount taken will time out around 30 days and be refunded back to you.
