Can not create new bank account. It says I should try later. What can I do?

Try again later in a few hours. Seriously, and be sure to switch off and on your wifi/data connection as weak or unstable signals can interfere with the site working properly.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
