Couldn't withdraw my PayPal balance to my bank a/c

I have received $19.20 from fiverr.com it's now on my PayPal balance but I can't transfer my money to bank account. Every time I try to withdraw the money PayPal is saying that "Manual transfer of money isn’t available right now. We’ll automatically transfer your money to your preferred bank account."

Can you guys please help me withdraw my money to my bank a/c. Does anybody know why is PayPal not letting me withdraw my money.
