Confirmation

I'm trying to confirm my card but it says that it was declined by the issuing bank.

It's not expired or something. Can someone tell me what to do?

I contact with paypal customer service and they told me that it's not limited and that i don't have any other issue with my account,except confirmation.

Make sure the card is activated and enabled for online use with the card issuer. It should have some money on the card for PayPal to make a temporary charge and provide the 4-digit code for you to confirm the card with.
