If a payment is on hold and I confirm the receipt does that mean the payment is now fully processed?

No I sent money to my girlfriend and she said that it was on hold. I looked and saw that I had yet to accept the receipt. So, now that I have accepted the receipt does that mean the money is no longer on hold?

It means that the PayPal hold on recipient's funds are released to them because you've received your item or service to your satisfaction, it's already completed/fully processed once you've sent payment.
