I ordered something a cricut machine off EBay. The seller wants me to click the “confirm receipt” button so they can have the funds to ship the item. I’m confused. Should I confirm receipt even though the seller has NOT shipped the item or provided tracking info? My understanding is that I “confirm receipt” when I actually get the item in the mail. Help?

No, you don't confirm receipt until you have received it.
If the seller has not enough funds to ship then they should have thought about that before they listed an item to sell.
Their problem and not yours.
If they don't send you can open a dispute on Ebay for non receipt.
Advice is voluntary.
