Check cashing

I have been cashing checks through the Pay Pal app for a long time. Now all of a sudden I get a message saying "We're sorry but we couldn't enable check cashing on your account at this time." Why am I unable to cash a check at this time? I can't get a live person to find out why this is happening.

I'm having the problem now, when I called Paypal they didn't even understand why it was happening. He told me I had to verify my bank account but u don't even need an account attached to cash them. I had my debit card attached and it was working fine until today
