Card verification fee not being refunded

My card got verified okay but over 72hours later this £1 transaction hasn't been refunded/added to my paypal account. It's only a small fee but indicates a problem. 

Not had anything but automated responses via email and now with problems regarding "quick security check" not working . Any ideas? it states "up to 24hrs" so 72+hrs is surely an issue?

Verification fee finally refunded. 
So I guess note to others - "24hours" could end up being 4days.
