After I removed my card, I cannot re-enter the same card again because it's says that it's not accepted. Is there a fault in the system or is it my bank?

You can only add a card to a paypal account x3 times in that cards lifetime, has it been 3 times yet?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
