I'm sorry to hear you're having trouble adding your card. I recommend logging in from a consistent device and/or location and ensure you're not using a hosting IP or VPN. It can also help to clear your cache and cookies. If you continue to experience an error, you can reach Customer Support by clicking Contact and then "Call Us" at the bottom of the PayPal website. Support is also available through Facebook private message or Twitter direct message.
