Card Declined when adding the card but the card works well.

So when I'm adding a credit card to my account, it's saying "Your card has been declined. Please try a different payment method." The card is working fine I just want to add it to my account. Is there any way for Paypal to fix this?

So when I asked my dad about it, he said that the card has been working fine. I linked another card on the account, works, but I was able to only use it once, it was still linked but it wasn't there as an option when I wanted to buy something. I did it to another card, same story.
