Cant withdraw money on my credit card

Hello, i want to withdraw money on my Credit Card ( Master card)  when i click withdraw funds  telling me "You'll need to add a bank account" i dont live in U.S  what to do ?  (im from Georgia)

U.S expats can add their bank accounts to other countries paypal accounts (paypal is a U.S company so they allow their citizens to do this).

You can withdraw to a card in your country but I believe it has to be a VISA.
