Cant see whats on hold because cant confirm identity on confirmed phone

I cant confirm identity because when it sends the code text I put it in, it says verified and then loops back to asking me if I want a code sent thru text or phone call. It keeps looping me round and round. I've tried with text and phone call option. It says verified and then sasks me again to get a code
