Cant receive money with paypal in Albania (cant complete transfert due to regulation)

Hi, I am using paypal in Albania, i have added a Visa Card and verified everything but when others try to send me money paypal show this "cant complete transfert due to regulation". I can send money to other people but no one can send me because of this problem. I dont know if receiving money isnt a paypal service in Albania because paypal list of countries doesnt show anymore the list of the services. Please anyone help?

Albania PayPal accounts can receive payments. If you look at Albania PayPal homepage and check the menus at the top, it will tell you what you can do with your PayPal account whether personal or business account:

Please read this to see if you have fully set up your PayPal account to receive payments:

If you have done everything, maybe wait a few days for the system to update and try again to have people send you money.

Not sure what the problem could be if you verified your PayPal account and added Visa card. I don't if it makes a difference in the type of Visa card...credit or debit.

Recently the system would not let me capture a customer's payment authorization but it lets me void it...the site just acts funny sometimes.
