Cannot withdraw money to visa debit card

Hi.. I can not withdraw funds from paypal to my visa debit card. when i chose amount and my card, it will shows an error like this.

Sorry, we are not able to process your request. Please try again later. 

So what i do now? please help me. I'm in philippines and i tried to withdraw the fund to sri lankan my friend. So i added sri lankan bank debit card. Thank you.
