Cannot withdraw PayPal Balance - Issue with Account but nothing from PayPal

I am trying to withdraw my £200 PayPal balance to my bank account but it pops up and tells me there is a problem with my account.  There are no notifications in my message area or resolution centre.  I have received no e-mails from PayPal and basically there are no indications what the problem is.  

Any Ideas?
